THE 6TH PRESIDENT OF THE PHILIPPINES Elpidio Rivera Quirino was born on November 16, 1890 , in Vigan, Ilocos Sur, to Mariano Quirino and Gregoria Rivera. He attended the high school in Vigan, Ilocos Sur, and then pursued law at the University of the Philippines, eventually passing the bar in 1915. Before embarking on his political career, Quirino worked as a barrio school teacher, a property clerk in the Manila police department, and a law clerk in the Philippine Senate.
